Preparation of documents for the tender

The tender ( English tender — the offer) — a competitive form of selection of offers on delivery of goods , rendering services or performance of work on the conditions which are in advance declared in documentation, in the stipulated terms on the principles of competitiveness, justice and efficiency. The contract is concluded with the winner of the tender — the participant who submitted the proposal conforming to requirements of documentation in which the best terms are offered.

The term "tender" used in the daily speech can be as analog of the Russian terms a competition or auction , and other competitive procedures, for example, request for quotation , a request for proposals .

The auction in the Russian Federation is subdivided on opened and closed, can be carried out in one or two steps, in the form of a competition or auction. The auction which is carried out for the state needs within the state order is carried out only in one step.

The legislation on placement of the state and municipal orders (The Federal law from April 5 2013 of No. 44-FZ "About contract system in the sphere of purchases of goods, works, services for ensuring the state and municipal needs") provides also other methods of procurement which are not the auction - it is request of price quotations — which can be applied at the small volumes of purchases (less than 500 000 rubles a quarter on the goods of the same name), and also the purchases at the only source which are applied in the cases which are especially stipulated in the Russian legislation.
